tail lights always on

My mitsu is giving me fits. recently tail lights are always on, just noticed this sad fact after it made my battery flat. also the fuse was gone 2 times. I am guessing some wire is torn so it connects creating bridge. when I remove fuse they quite naturally go off. Otherwise lights on or lights off the rears are always on. Front lights are normal. Any ideas folks????
