hid upgrade

as some of you know i recently bought a fto for breaking. when i went to pick it up the owner told me he upgraded the hid kit and had 10k bulbs in, so i took off the light and looked into the casing around the balast. looked fairly new so i opened it and these were in it, are these an upgrade??
