Is it the height of the pedal, or what point the clutch engages?

Its very relative, mine engages reasonably low but not too low, but my brother has had cars where to me the clutch seemed to engage very high, but he was happy with it, suited his driving style. In turn he said mine was lower than he liked!

Its all what you're used to yourself, but you can adjust the height of thhe pedal alright. Check the workshop manual part 1, page 265. There's info in there as well about bleeding air from the clutch system. There is a possibility the clutch could be on the way out but hopefully not.

The bite point on mine is quite high, I'd say the bite is in the last 2 inches (as always! )
