Also check any wiring to lights, brake light etc for shorting
I'd only know my way round garden machinery, but once you've clean fuel, a new filter and plug, its likely to be electrical which can't be that complex.

triple check fuses and bulbs as well,
i remember having a moped that would not run without a connection through the rear light.
