I'd say so - you're still only cuttin' the paint.. shouldn't matter what surface it's on..

depends on how bad it's loking really. is it just that bumper? Probably resprayed.

T-cut - go for it.
I goy my spoiler & mirrors from pale pink back to passion red - worked a treat.
Gotta do some serious waxing afterwards though to protect it.
