Front fog lights

Hi when i got my FTO it had a new NCT (the disk wasn't in the window, still in the A4 sheet) but on more detail inspection it should never have passed.

for instance the front fog lights, the wires have been cut the bulb holder and bracket removed and the front indicators moved into the hole the the cover put back on. can any one tell the best way to get them working again? Could i just use some high temp silicon sealer and stick in a H7 bulb and a little re wiring o0r replace the whole thing?

Neither front nor rear fog lights not required for NCT, hence your pass status.
