I'm slightly confused - how would it work?

Sure if anybody has a webcam channel - it'd be grand to post the link like..
Or are you thinking like a multichannel chat enviroment?

I don't see the sense (or technical viability) in it personally, if you want to chat with someone via webcam, you have a whole host of instant messenger applications to serve as a video conferencing basis.
