Amperage of a fuse

Hi, the lights on my mates 1994 FTO has stopped working, and a fuse had blown, he replaced the main lights fuse with a 15amp and nearly melted this, I think it should be up around 20amps, has anyone got the correct fuse value. I checked the circuit with an amp meter and it reads about 20 amps with all lights on, including main beam.

Many thanks to paul2508 for the reply, my really big question is, all of the lighting except fogs can only work if the fuse which is situated in fuse box in the engine compartment is not blown, the fuse rating must be above 15amps as the last ones melted or blew, why put all lights through one fuse?? and what rating should this be.
