ticking over at 1.500revs even after ajustment made

help needed please my 1995 gr has a problem when the car starts from cold (morning start) evrything seems to be fine for the first couple of mile but after that it idles at 1.500 revs and also the revs hunts (lack of a better term) up and down when foot is taken off the accelerator when braking!! i have tried ajusting the idle screw (little affect if any> ajusted the throttle cable screw on the throttle housing . which makes a differnce but only for a few mins then it decides to go back to its usual reving up and down<only at low revs> and ticking over at 1.500 rpm !!also removed the battery so the ecu can reset itself but always reverts back to the previous state !! can anyone suggest an answer to this problem please

Do a search for 'stepper motor' may be the cause.
