New topics in knowledgebase

Tried to post and it said only moderators are allowed post in this section, which is weird, as non mods have raised topics before...

AFAIK, it was decided that topics should be put in General Discussion or Technical Query as the case may be, and if something is judged to be worthwhile knowledge, then moved to Knowledge Base by mods, so as not to get it filled up with general chat. A Quality control if you will. Seems like a good call IMO.
